As lighters is dangerous goods,and it can’t loaded with other goods together. So we usually transport lighters by one full container even if the customer order small quantity .

Because lighters with gas is dangerous goods which cannot be delivered by air.We can provide sample which without gas with free.
Customers only need to pay the delivery charge.
