1:Do you have to use the adhesive? do they stay in place if you don't. Want to be able to move them between shoes.

I would recommend to use the adhesive as it can slip in your shoes if you don't. You can move them beetween shoes but I have found that with all the brand's that I have tried they tend to lose that stickiness strengths it originally had when it was first used.

2: hi how thick are these? I am hoping they will push my foot up to fill out my shoe more so that the shoe strap is tight across my foot.

About 0.23inch ,It’s got the bulk of the thickness on the tip for the balls of the feet which does provide support and some push back for better fitting shoes

3:Do these work for open sandals? (Flat, slipons)

I wear them in high heels; they relieve the pressure off the ball of my feet. Flat, slipons to use the adhesive as it can slip in your shoes if you don't
