Bungee cord inside act as a built in snubber，help ABSORB SHOCK to boats, cleats, docks, pylons, and other hardware;The LOOP make you easily tie off to the dock;The SLEEVE TUBE is removable to make the loop attach to the cleat tightly;Two EVA FOAM FLOATS protect the boat from chafing.
